Although each state has its own rules, a lot of money is wagered each year. According to estimates, illegal gambling amounts to about $10 trillion in the United States. There is also an increasing amount of money being legally bet on sports and other events. For example, Illinois is the first state to offer online lotteries.
There are several different types of lottery games, each with its own unique characteristics. For example, the Florida Lottery holds twice-daily drawings for three-digit games, while the Illinois lottery is similar to the games sold in retail stores. The State Lottery and Gaming Control Agency (SGCC) is a regulatory body responsible for regulating and overseeing the activities of the Lottery. The agency is tasked with governing the games offered by the Lottery, as well as privately-held businesses and casinos that participate in the lottery. They are also the regulator of ancillary gaming programs, such as online fantasy competitions, sports betting, and other forms of gambling. SGCC is led by a non-voting Director, who is appointed by the Governor. He is also the primary liaison between the Agency and the state’s Center of Excellence on Problem Gambling.
Regulatory Oversight, or RO, is a sub-unit of the Gaming and Operations Division. It started as an Enforcement division, but reformed into a separate one in 2007. Several of the agencies within RO are important to the Lottery, and the division manages a variety of different programs. This includes the responsible gambling program, which is directed by a Director who is also the liason to the Maryland Center of Excellence on Problem Gambling.
The Creative Services department is tasked with identifying and evaluating the most effective advertising strategies, purchasing space in publications, and designing and producing Lottery promotional materials. Additionally, the division informs consumers about the Lottery’s products and promotions. Historically, the Marketing Division was responsible for Creative Services. But it was re-established in a more streamlined form in 2008.
Other departments within SGCC include Gaming Control, a sub-division that monitors and regulates the gaming operations of casino establishments. This branch of the Agency also supervises the Slots and Video Lottery Programs.
